APPLICATION TESTING OF A
GAS TURBINE UNIT
AND CEMS CERTIFICATION

San Diego Air Pollution Control District
Monitoring and Technical Services
9150 Chesapeake Drive, San Diego, CA 92123

TO: Gary Hartnett, SDAPCD
REPORT DATE: February 13, 2002
APPROVED BY: Suzanne Blackburn, Senior Chemist, SDAPCD (Signed)
TEST SITE: UCSD
9500 Gilman Drive
La Jolla, CA 92093
EQUIPMENT: Unit #1. Solar SoLoNOx Titan 130S Gas Turbine 12.894 MW, 17,294 hp. 148.64 MMBtu/hr, Natural gas fired. SCONOX and SCOSOX control system.
LIMITS: Rule 69.3.1: 2.5 ppmv NOx at 15% O2, 1.63 lb/hr NOx, 5.0 ppmv CO at 15% O2. Certified NOx and O2 CEMS (40CFR60 Appendix B).
APPLICATION NO: 974480
TEST DATE: December 19-20, 2001
TESTED BY: San Diego Air Pollution Control District Source Test Team

SUMMARY OF RESULTS:

The test report and calculations have been fully reviewed. The turbine was fired on natural gas during the source test. The average load was 10.2 MW.

The average emissions were 0.68 ppmv NOx at 15 percent O2 or 0.32 lb/hr NOx. The average emissions were less than 0.04 ppmv CO at 15 percent O2 or less than lb/hr CO. These meet the emissions limits listed above.

The purpose of this source testing was to certify the CEMS for 40CFR60 and SDAPCD Rule 69.3.1 and 19.2. The CEMS certification RATA test and a Calibration Drift test were performed on Unit #1. Since the CEMS is time-shared between the two units, only one unit must pass a RATA, and the other must pass a RAA test each year.

All performance specifications were met. The NOx lb/hr and NOx ppm at 15% O2 RATA's were met by using the low emitter clause (difference less than 10% of the standard). The two gas turbine units and the CEMS are in compliance with 40CFR60 and SDAPCD requirements.

NOTE: RM stands for Reference Method (the source test van results); CEM stands for the printout from the UCSD CEM system.
